Governor Amaechi on the streets without men in Black

Normally on a good day Governors do not walk alone but will have to have their men in black around them but this guy is different,

the Governor Amaechi was seen crossing the streets to go and buy something without his men in black and not afraid, how many Nigerian Governors can do this?
